Very sad as already people of India are dejected by long court proceedings, more so the accused file petition in higher court for quashing the FIR.   The accused who are already with muscle and money power make use of the delay in the court proceeding and enter oral or written agreement with the petitions/ Victims and some times don't even honour them.
